The legislation bans inquiries about criminal history until after a conditional offer of employment is made. If a criminal history is discovered after the conditional offer of employment is made and the county rescinds the offer, this legislation guarantees the applicant the right to appeal the decision.
People who commit crimes often carry a criminal history with them their entire lives and are not able to find employment because of the "box" on job applications. I'm proud that Albany County is leading by example by ensuring that someone who made a mistake earlier in his or her life gets the opportunity for a second chance.
